This is where you end up when you put in the cheat code and leave the Even Care Lobby!
If you wander around enough, maybe you'll find the cellar door that leads Under the Newmaker Plane!
The door you exit out of appears to have no doorknob and doesn't seem to be something the player can interact with. (Though we all know they can't open doors, anyway.)
Appearances
Paul ends up here near the end of Petscop 1, and then pretty much never again.
It bears a striking resemblance to the Newmaker Plane Even Care Back Door, though in that case the door is open.
