New Page Tools
Just make a straight up new page, wherever
New location
Make a new location using {{boilerplate/Location}}. Make its name meaningful; consider what's on Special:WantedPages.
New... thing
Make a new page (about something) using {{boilerplate/Thing}}. Make its name meaningful; consider what's on Special:WantedPages.
New textbox
Make a new textbox using {{boilerplate/Textbox}}. Name it something useful but omit the Template:Textbox/, that'll be added on its own.
Alternatively, one for signs (with the image included), {{boilerplate/Sign}}:
New, uh, color?
Make a new color format based off of {{red}}, sure. Name it as the color itself, though you'll have to update MediaWiki:Common.css too.
(you'll have to include the "<noinclude>[[Category:Color templates]]</noinclude>" yourself, tho)
